Yes and no.  MIT Press is not directly publishing the Proceedings; MIT
Press is co-sponsoring the conference.  The print and electronic
Proceedings will (probably) be done by XML and SGML vendors.  After the
conference, what will probably happen is that a few of the better papers
will be asked to expand a 30 minute presentation into a full formal paper.
Think of the conference as a breeder for the Journal.

I was also very serious about personally inviting this list to really
consider the journal.  This list is where the practioners post and lurk.
We want both theory and down-in-the-trenches experience.  I think this list
has both in abundance.
