I assume this URL refers to the last paragraph in section 3.3.3, which states: 
"All attributes for which no declaration has been read should be treated by a 
non-validating parser as if declared CDATA."

However, attribute a has been declared, so the paragraph doesn't apply.  I 
believe AElfred's behavior is the correct one for both validating and 
non-validating parsers.
