There is a long history of debate on the issue of usings 
attibutes vs elements for describing data in SGML.  
The DTD models frequency and occurrence.  In a 
representation where there are not duplicates 
there is no benefit to modeling frequency and occurrence.
In that case, the better representation is the 
simpler one if the query is simplified by this.
