This semantic can be expressed in the stylesheet language:

(element p 
	(make paragraph 
		font-color: (inherited-attribute-string "COLOR")))

I think that this is valid DSSSL code. I don't see much benefit in
moving this semantic into the markup language itself. There are others I
would add before this.
