The new xml-lang spec is now up on the W3C site:

   http://www.w3.org/TR/WD-xml-lang-970630.html
   http://www.w3.org/TR/WD-xml-lang-970630.ps

(Note: the second thing isn't pure PostScript but it should work when
sent to a PostScript printer.)

Formal announcement will come in a couple of days when we have the
latest xml-link up as well and have had a chance to update the various
pages that point to these things.
